## How Prolepsia reasons

## TL;DR
The forecast is **26.3% Yes and 73.7% No**. The evidence favors No: October remained below a majority above AED 1 million, and every completed month from May through October also fell short. December’s project-registration mix is the decisive variable, so the clearest warning against No is a further retreat in inexpensive studios or a concentrated batch of premium one-bedroom sales.

## Context
The question measures the share of eligible sale records, not total sales value, asking prices or unique buyers. It combines studios and one-bedroom apartments in one denominator. A qualifying record must be priced strictly above AED 1,000,000 to enter the numerator; a record exactly at that price stays in the denominator. Both ready and off-plan Sales-group records count, subject to the residential, single-apartment and other eligibility rules ([DLD data source](https://dubailand.gov.ae/en/open-data/real-estate-data/)).

The broad market has slowed. Cavendish Maxwell reported approximately 34,000 residential transactions in the third quarter, down 38% year on year, with 72% off-plan. That is useful context, but lower turnover does not mechanically reduce the share of small apartments selling above a fixed price. The question turns on which properties register in December, using the records published on 20 January 2027 ([market report](https://ent.news/2026/10/398.pdf)).

## Evidence
The historical backbone shows changing regimes rather than a stable success rate. The earlier monthly levels were generally lower, every month of 2025 exceeded the threshold, and the first four months of 2026 did too. Then the share fell sharply in May. A long-run average would blend these different markets and obscure the most relevant recent evidence.

The table gives the full supplied monthly threshold-share history from January 2023 through October 2026. Figures are approximate percentages of records above AED 1 million. The older observations were supplied at lower precision; the more recent history uses a provisional DLD-derived residential-unit population. It is not a certified aggregate under every resolution exclusion ([historical data](https://huggingface.co/datasets/dubairealestatedata/dubai-real-estate-sales-transactions/blob/main/README.md)).

The recent record favors No, but it does not support a flat-line view. All six completed months from May through October were below 50%. At the same time, the recovery from July to October is clear. October’s available estimates cluster around 45.36%–45.56%, across roughly 6,200–6,400 records. The remaining gap is material, but the recent history shows that composition can move the share by several percentage points ([transaction history](https://huggingface.co/datasets/dubairealestatedata/dubai-real-estate-sales-transactions/blob/main/README.md)).

The central distinction is between studios and one-bedrooms. In October’s broader residential-unit population, 2,912 of 6,414 records exceeded AED 1 million. About 9.3% of studios did so, compared with 72.2% of one-bedrooms. One-bedrooms accounted for 57.36% of the combined records. Holding those within-layout price distributions fixed, their weight would need to reach approximately 64.71% for the combined share to cross the threshold. That is a sensitivity calculation, not a prediction: prices within each layout can change too ([October data](https://huggingface.co/datasets/dubairealestatedata/dubai-real-estate-sales-transactions/blob/main/README.md)).

Published price distributions support this contrast. Continental Club’s studio analysis reports 31,816 sales in 2026 through its stated October cutoff, with 2,737 in the AED 1–1.5 million band and 280 above AED 1.5 million. Most studios therefore sit below the threshold. Its screening and price-band boundaries differ from the resolution rules, so those counts are corroboration rather than a substitute numerator ([studio analysis](https://continentalclub.ae/articles/buy-studio-dubai-dld-data/)).

One-bedrooms sit much closer to the other side of the line. Cresco’s screened August sample contains 3,561 one-bedroom sales, with a median of AED 1.2 million and a lower quartile of AED 1.004 million. But the sample removed low-price records, and its price bands include transactions exactly at AED 1 million. It supports the shape of the distribution, not an exact qualifying share ([one-bedroom analysis](https://crescorealestate.ae/how-much-is-a-1-bedroom-apartment-in-dubai/)).

The ready market also restrains the combined result. McCone reports 582 completed studio resales in October at a median AED 550,000, and 1,238 completed one-bedroom resales at a median AED 1.02 million. A median does not reveal the exact strict-above share. Still, these figures show why completed studios pull downward while completed one-bedrooms sit near the boundary ([completed-sales report](https://www.mcconeproperties.com/reports/2026-10)).

The strongest evidence pointing toward Yes is the retreat of inexpensive studio registrations. Peak Trust reports Azizi volume falling from 3,133 in July to 795 in October. Studios represented 65% of that developer’s October registrations. The same report puts studios at 29.5% of its broader October off-plan population, compared with 38.6% for July–September. Those are not the question’s exact populations, but they corroborate a mechanism that raises the combined threshold share without price appreciation ([off-plan report](https://peaktrust.ae/insights/off-plan-monitor/2026-10)).

Early November is encouraging for Yes but unstable as evidence. The available partial observations range from roughly half to well above half, with different coverage windows and populations. They represent opening registration batches rather than completed-month results. They support keeping an upside risk, not replacing October’s baseline ([transaction coverage](https://huggingface.co/datasets/dubairealestatedata/dubai-real-estate-sales-transactions/blob/main/README.md)).

There is no dependable December premium in the supplied history. December 2025 exceeded the threshold, but December 2023 and December 2024 did not. The broader seasonal checks also show mixed effects. The calendar alone is not a strong reason to expect the latest shortfall to disappear.

## What's non-obvious
**A Yes result would not require a broad price rebound.** This is a composition question disguised as a price question. Removing a large batch of inexpensive studios from the denominator raises the combined share even if no comparable apartment becomes more expensive. Conversely, a new studio-heavy batch can lower it while prices elsewhere hold steady. The retreat in cheap registrations is therefore more relevant than a headline about total turnover or a whole-market median.

The record definitions matter too. A high million-plus share for all off-plan properties can include larger apartments or commercial units outside this question. Missing procedure labels also do not establish that a record is outside the Sales group. In the supplied data checks, discarding records with missing procedure names moved October close to the threshold because many affected records were lower-priced ready sales. That is a population change, not evidence of a stronger market. The sound reading keeps eligible sales and treats unresolved metadata as measurement uncertainty ([data documentation](https://huggingface.co/datasets/dubairealestatedata/dubai-real-estate-sales-transactions/blob/main/DATA_DICTIONARY.md)).

## Uncertainties
December’s registration schedule is the largest unknown. The historical records do not establish which projects will register sales that month. A concentrated premium batch could overturn No; another inexpensive-studio wave could reverse the recovery. Thousands of records do not eliminate this uncertainty because transactions arrive in correlated project batches, not as independent draws.

The exact resolving population remains provisional. Multi-property exclusions could not be fully certified, and residential hotel apartments and hotel rooms create subtype questions. Tested October subtype and quality-filter differences left the share below 50%, which limits their apparent importance without proving that every exclusion is correct. A fully reconciled official record set with reliable single-property identification would close this gap ([data documentation](https://huggingface.co/datasets/dubairealestatedata/dubai-real-estate-sales-transactions/blob/main/DATA_DICTIONARY.md)).

Coverage and revisions also matter. Fewer ready records in the recent data could reflect market activity or incomplete coverage; the evidence does not establish which. If lower-priced ready sales are missing, the observed combined share is biased upward, not downward. Complete December records, reconciled across registration types and fixed to the required publication vintage, would resolve that concern.

Finally, strict boundaries must remain strict. Transactions exactly at AED 1 million do not enter the numerator, and a final share exactly at 50% resolves No. The relevant records are dated in December 2026; additions and corrections count only as reflected in the 20 January 2027 publication vintage. These uncertainties leave room for Yes, while the completed-month evidence continues to favor No ([resolution data source](https://dubailand.gov.ae/en/open-data/real-estate-data/)).

## The question

The million-dirham starter home. Studios and one-bedroom flats are where first-time buyers and small investors enter the market. Dubai's property market slowed through 2026. Cavendish Maxwell counted about 33,900 residential sales in the third quarter, down about 38% on a year earlier, and its average price per square foot fell 2.2% year on year in September, the first annual fall since the post-pandemic recovery. Off-plan homes made up about 72% of sales in that quarter.

### How it resolves

Resolves Yes if more than 50.0% of residential apartment sale records dated in December 2026 whose number of rooms is Studio or 1 B/R have a transaction value strictly above AED 1,000,000. Otherwise resolves No. Villas are left out. A residential sale record is a DLD transaction in the Sales group (procedures such as Sell, Sell - Pre registration and Delayed Sell) whose property usage is Residential and whose property is a single unit (apartment) or a villa. Land, buildings, mortgages, gifts and any record that covers more than one property are left out.

### Fine print

Source: Dubai Land Department (DLD) open data, Real Estate Data, at https://dubailand.gov.ae/en/open-data/real-estate-data/ (the same records Dubai Pulse publishes). A month means the calendar month in Dubai time, and a record's date is its transaction or registration date in DLD's data. The question uses the data as DLD publishes it on 20 January 2027; later revisions do not count. Records with a missing or zero price, rent or area are left out of medians and price thresholds. If DLD's open data is unavailable on that date, the figures may come from a service that republishes DLD records month by month (DXBinteract or Property Monitor). If neither is available, the question is annulled.
