## How Prolepsia reasons

## TL;DR
The saved forecast assigns **61.4%** to Yes and **38.6%** to No. Aleksandar Vučić – United Serbia is the most likely list to win the most seats in Serbia’s October 25 parliamentary election. The decisive fact is that this is a close two-list race in which the incumbent retains meaningful structural advantages, while the freshest direct polling still gives the Student List a narrow lead.

## Context
The market resolves on the ballot list with the greatest number of seats in the 250-member National Assembly, not on who subsequently forms a government. The relevant list is Aleksandar Vučić – United Serbia, which the Republic Electoral Commission has included in its official election materials ([RIK](https://www.rik.parlament.gov.rs/vest/en/4086/50th-session-of-the-republic-electoral-commission-.php)).

The practical contest is between the Vučić list and the Student List. Serbia uses a nationwide proportional system, so vote leadership between the two dominant lists is very likely to become seat leadership. Threshold effects or an unusual allocation outcome could matter at the margin, but they are unlikely to reverse a clear ordering between the two leading lists.

## Evidence
The historical backbone favors the Vučić-led electoral machine. Its lists won the most seats in each of the last three parliamentary elections: 188 seats on 60.65% in 2020, 120 seats on 42.96% in 2022, and 129 seats on 46.75% in 2023 ([Election Monitor](https://www.izbornimonitor.rs/en/)). That is a durable record across elections with materially different vote shares. It supports an incumbent prior: the organization has repeatedly converted national support into a parliamentary plurality.

The history has limits. The 2020 contest is only weakly comparable because of an opposition boycott. More broadly, the Student List is not a repeat of the fragmented opposition groups from prior elections. It emerged from the protest movement following the Novi Sad station tragedy and has consolidated broad challenger support. The data shows an opposition vehicle capable of competing nationally, not merely a protest movement concentrated in cities.

The available direct polling is split rather than convergent. The complete set of comparable readings in the supplied evidence is short enough to state directly:

| Pollster | Fieldwork | Sample | Vučić list | Student List | Lead |
|---|---|---:|---:|---:|---:|
| CRTA | June 10–24 | 2,324 adults, face-to-face | 35.7% | 44.9% | Student List by 9.2 points |
| Faktor Plus | September 16–20 | 986 | 48.6% | 37.1% | Vučić list by 11.5 points |
| NSPM | September 25–October 5 | 1,050, CATI | 42.7% | 44.5% | Student List by 1.8 points |

CRTA’s June poll provides the clearest early evidence that a Student List plurality is plausible. Its large, face-to-face sample found the Student List ahead by 9.2 points, but its age reduces its value as an election-week indicator ([comparison of polling](https://www.parametar.rs/posts/ankete-u-srbiji-pokazuju-razlicitu-razliku-izmedju-dve-vodece-izborne-liste)).

Faktor Plus points the other way. Its September 16–20 survey reported a 48.6%–37.1% Vučić-list lead. That is too large and too recent to ignore. Yet the available reporting did not fully establish funding, weighting, refusal rates, and collection methodology. In a polarized campaign, incomplete disclosure makes it hard to know how much is genuine movement and how much is a house effect (N1 discussion of the surveys).

NSPM is the freshest direct signal. Its September 25–October 5 telephone survey gave the Student List a 44.5%–42.7% edge and reported 18.3% undecided or refusing. The narrow margin is consistent with a toss-up rather than a settled Student win. But it is still the latest survey fieldwork in the supplied record, and it cuts against treating the incumbent as a strong favorite ([NSPM survey](https://www.nspm.rs/istrazivanja-javnog-mnjenja/srbija-jesen-2026.-i.html)).

The survey disagreement is larger than ordinary sampling variation alone. The sensible reading is not that one poll mechanically settles the race. It is that the true margin remains uncertain, with substantial pollster-specific effects and room for late movement. The forecast retains a Vučić edge because there is credible pro-incumbent polling alongside a structural case for the incumbent, but it does not dismiss the Student-favorable surveys.

The main structural edge is the campaign environment. BIRODI’s monitoring from September 9 to October 15 found 12,878 minutes of coverage for the Vučić list across five nationwide television channels, 96% positively toned. It found 10,024 minutes for the Student List, 95% negatively toned ([BIRODI reporting](https://nova.rs/vesti/politika/birodi-televizije-sa-nacionalnim-pokrivanjem-pretvorile-izbornu-kampanju-u-promociju-vuciceve-liste/)). This is evidence of asymmetric exposure, not proof that a known number of votes will change. In a race close enough for a one- or two-point movement to decide first place, its direction matters.

Reports on the nomination process add evidence of unequal administrative capacity. CRTA described alleged signature certification without voter presence, pressure on citizens and notaries, and obstacles affecting Student List certification ([CRTA findings](https://crta.rs/nepravilnosti-u-procesu-prikupljanja-potpisa-za-izborne-liste-kandidata-za-narodne-poslanike/)). These allegations do not establish a specific effect on the final count. They do support the narrower conclusion that the incumbent operates with advantages beyond ordinary campaign persuasion.

International reporting likewise describes concerns about voter-roll accuracy, media conditions, intimidation, overseas voting, and the level playing field, while also characterizing the contest as close and uncertain ([AP](https://apnews.com/article/3f654fd60bd198f5c26574a641ad0ccc)). The forecast treats these factors as a moderate tilt toward the Vučić list in the official result. It does not treat them as evidence that the challenger cannot win.

There are counterweights. The Student List has broad mobilization and is contesting a referendum-like election after a long protest cycle. NSPM found 44.0% saying it would be best if students and the opposition won, compared with 22.5% favoring the current government unchanged and 19.4% favoring it with changes ([NSPM survey](https://www.nspm.rs/istrazivanja-javnog-mnjenja/srbija-jesen-2026.-i.html)). That is not the same as a ballot question, but it indicates a meaningful pool of anti-incumbent sentiment.

Both main contenders also have serious polling-station coverage. Reporting says SNS and the Student List were the only lists to cover stations seriously with controllers ([Mašina](https://www.masina.rs/sns-i-studentska-lista-jedini-ozbiljno-pokrili-biracka-mesta-nedostatak-kontrolora-otvara-prostor-za-nepravilnosti/)). This reduces the likelihood that election-day processes are entirely unmonitored. It does not resolve concerns about media, administration, voter rolls, or turnout before polling day.

## What's non-obvious
The obvious reading of the newest poll is that the Student List should be favored. That goes too far. A 1.8-point NSPM lead with 18.3% undecided or refusing is not a stable electoral verdict. It sits beside a sharply contradictory Faktor Plus result, and the contest takes place in conditions that favor the incumbent’s ability to reach voters and turn support into an official tally.

The opposite obvious reading is that a long record of Vučić-led victories makes this routine. That is also wrong. The CRTA and NSPM results show that the Student List has real national strength. The challenger is unusually consolidated, and turnout composition could matter more than it did in lower-engagement elections. The information advantage is recognizing both facts at once: incumbency creates an edge, but it is a limited edge.

## Uncertainties
The largest gap is the absence of a high-quality public national poll with fieldwork after October 5. That leaves a substantial interval before the October 25 vote. The evidence provided does not establish whether late campaign events, turnout plans, or undecided voters have moved decisively in either direction.

Three other gaps constrain confidence:

- Polling methodologies are not equally transparent, so the source of the large house differences cannot be fully separated from genuine voter movement.
- The supplied evidence does not quantify the vote effect of unequal media coverage or administrative advantages. These conditions justify direction, not a precise shift.
- There is no firm evidence on which side will benefit most from high turnout, absentee voting, or final-week mobilization.

The market’s March 31, 2027 deadline is a minor uncertainty. Serbia has established election administration, and the leading-seat result should ordinarily be known long before then. The central uncertainty is not resolution timing. It is whether the Vučić list’s historical strength and structural advantages outweigh the Student List’s polling competitiveness and mobilization in the official result.

## The question

Imported from Polymarket.
This yes/no question comes from a single Polymarket market.

### How it resolves

Parliamentary elections to elect the 250 members of the National Assembly of Serbia are scheduled to take place on October 25, 2026.

This market will resolve to the electoral list that wins the greatest number of seats in the National Assembly of Serbia as a result of this election.

Electoral lists will be primarily ranked by the number of seats won in the specified election. If two or more lists are tied on seats, ties will be broken by the total number of valid votes received, with higher vote totals ranking higher. If lists remain tied, ties will be broken by alphabetical order of the listed names. This market will resolve to the list that occupies the highest finishing position after applying this ranking.

This market's resolution will be based solely on the number of seats won by the named electoral list, as it appears on the ballot and official proclamations, regardless of which parties make up the list or how its members later organize themselves in the National Assembly.

If the results of the specified election are not definitively known by March 31, 2027, 11:59 PM ET, this market will resolve to "Other".

This market will resolve based on the results of the elections, as indicated by a consensus of credible reporting. In the case of ambiguity, this market will resolve solely based on the results as reported by the Republic Electoral Commission of Serbia (https://www.rik.parlament.gov.rs/).
