The saved forecast is **7.4% Yes and 92.6% No**. The evidence strongly favors a non-Sánchez next qualifying prime minister because PP and Vox hold a large projected seat majority and have demonstrated that they can reach governing agreements. Sánchez must obtain a new parliamentary confidence vote and formally take office before anyone else qualifies; his incumbency and caretaker service do not satisfy the question.

## Context
As of October 6, 2026, Spain is heading toward a snap general election. Sánchez’s [October 5 announcement](https://www.lamoncloa.gob.es/presidente/actividades/Paginas/2026/051026-sanchez-convocatoria-elecciones.aspx) and the [official election decree](https://www.boe.es/boe/dias/2026/10/06/pdfs/BOE-A-2026-20742.pdf) establish November 29 as election day and December 23 as the date for the new chambers’ constitutive sessions. The election follows the parliamentary defeat of the government’s housing measures, which exposed the fragility of its supporting alliance.

The resolution concerns the next individual to receive confidence from Congress and be formally sworn in, forming a new government, by March 31, 2028, 11:59 PM ET. A renewed Sánchez investiture counts. Simply continuing as caretaker does not. If another person qualifies first, a later Sánchez comeback cannot deliver Yes. If nobody qualifies by the deadline, the market resolves to Other, also making the answer to this question No.

## Evidence
The historical backbone argues against treating a polling lead as a completed election. Spain’s recent elections contain substantial right-bloc overestimates, but also errors in the opposite direction. The relevant comparison includes Ciudadanos when it was a major party. Otherwise, transfers within the right can look like changes in support for the whole bloc.

The available five-election comparison covers seat projections from roughly seven to nine weeks before voting. Its full history is:

A separate, later observation reinforces the 2023 lesson: [RTVE’s July 17 aggregation](https://www.rtve.es/noticias/20230717/elecciones-generales-2023-23j-encuestas-sondeos/2452677.shtml) projected 178 PP–Vox seats, while the bloc ultimately won 170.

The lesson is not that Sánchez always benefits from polling error. It is that campaign movement and shared polling mistakes matter. Five elections are a small reference class, and the changing party system limits comparability. The 2023 escape is a useful precedent, not a template for another victory.

Today’s starting position is much worse for Sánchez. [RTVE’s October 5 snapshot, published at 18:41](https://www.rtve.es/noticias/20261005/encuestas-elecciones-generales-29n-pp-vox-diputados/17253873.shtml), projects PP at 137 seats and Vox at 65. Their combined 202 seats exceed the 176-seat absolute-majority threshold by 26. The bloc would need to lose 27 seats from that projection to fall below it. RTVE estimates PSOE at 104 seats, Sumar at 10 and Podemos at 3.

Other polling supports the broad direction. [Sigma Dos](https://www.sigmados.com/barometro-de-octubre-estimacion-de-voto-para-las-elecciones-generales/) projects PP at 140 seats and Vox at 63, totaling 203, from fieldwork conducted September 22–October 1. The [40dB October report](https://ep00.epimg.net/infografias/encuestas40db/2026/10-barometro/2026_10_informe_voto.pdf), fielded September 25–28, gives PP 31.6% and Vox 18.4% of estimated votes. These are polling estimates, not election results.

Agreement across these readings strengthens the case for a right-bloc lead, but does not eliminate common error. RTVE incorporates underlying surveys and averages pollsters’ seat projections rather than independently allocating provincial seats. Its rolling window spans September 6–October 5. The sources overlap, so their agreement is not a set of independent confirmations ([RTVE methodology](https://www.rtve.es/noticias/20261005/encuestas-elecciones-generales-29n-pp-vox-diputados/17253873.shtml)).

The contrary evidence is real. The [September CIS survey](https://www.rtve.es/noticias/20260914/barometro-cis-septiembre-estimacion-voto-psoe-pp/17223668.shtml) estimates PSOE at 31%, PP at 25.5% and Vox at 16.6%. That is a substantially more favorable picture for Sánchez. RTVE also documents persistent differences between CIS and other polling houses. I read the divergence as uncertainty about measurement, rather than proof that the private-poll picture is wrong.

Government formation adds a second obstacle. All four relevant 2026 regional negotiations—Extremadura, Aragón, Castilla y León and Andalucía—ended in [PP–Vox agreements](https://www.rtve.es/noticias/20260703/prioridad-nacional-tambien-pacto-andalucia-claves-acuerdos-pp-vox-autonomias/17141935.shtml). Regional deals do not guarantee a national pact. They do show that policy demands and disputes over offices can end in agreement. Feijóo also [accepted the possibility of governing with Vox](https://www.rtve.es/noticias/20260618/feijoo-abre-puerta-posible-gobierno-vox-si-urnas-dictan-aunque-insiste-gobernar-solitario/17120915.shtml) if the electoral result requires it.

Even a narrowly hung parliament does not automatically favor Sánchez. Under [Article 99](https://www.boe.es/buscar/act.php?id=BOE-A-1978-31229&lang=es&p=20260520&tn=1), the first investiture ballot requires an absolute majority, but the second, 48 hours later, requires more votes for than against. With 175 united affirmative votes, one outside abstention can suffice if everyone else votes against. Conversely, 175 united right-bloc votes against Sánchez cannot be overcome by the other 175 deputies without an abstention or defection from that bloc.

Sánchez also needs partners willing to back him personally. [EH Bildu’s October 5 statement](https://ehbildu.eus/es/noticias/otegi-dice-que-si-esta-en-su-mano-las-derechas-no-van-a-gobernar-y-anima-a-la-ciudadania-vasca-a-ganar-el-partido-a-los-autoritarios) supports a progressive investiture to block the right. PNV’s resistance to Vox constrains Feijóo’s options, but does not make its votes Sánchez’s property. Junts remains a veto risk: [its October 5 position](https://efe.com/espana/2026-10-05/junts-sanchez-decreto-conversaciones/) combines sharp criticism of Sánchez with willingness to negotiate housing measures. A bargain remains possible, not assured.

The left has an electoral opening through turnout and coordination. The [40dB report](https://ep00.epimg.net/infografias/encuestas40db/2026/10-barometro/2026_10_informe_voto.pdf) shows lower certainty of voting among recalled PSOE voters than PP voters. But it also records former PSOE voters choosing PP or Vox. This is not just a turnout problem. Recovering disengaged supporters would help; reversing cross-bloc switching is harder.

Coordination can improve seat efficiency without changing total national support. Yet [Frente Amplio and Podemos negotiations](https://www.rtve.es/noticias/20261005/izquierda-convocatoria-anticipada-elecciones-pedro-sanchez/17253286.shtml) were unresolved at the forecast date. Proposed primaries on October 14–15, the October 16 coalition deadline and an intended October 17 presentation create a compressed timetable. National unity rhetoric does not establish which provincial lists will actually appear on ballots.

## What's non-obvious
The central distinction is between denying the right a majority and making Sánchez the next qualifying premier. Those are different events. A modest electoral improvement can leave PP and Vox with enough seats, or enough outside abstentions, to govern. A larger improvement can still lead to deadlock or another PSOE candidate. The question rewards a successful Sánchez investiture, not merely a disappointing result for the right.

Housing anger and amnesty are also less straightforward than they look. The [tenants’ movement](https://efe.com/espana/2026-10-05/sindicato-inquilinas-mantiene-acampada-sol-llama-huelga-general/) says it will keep pressing for action regardless of who governs, so its mobilization is not automatically a PSOE asset. The [Constitutional Court’s September 22 notice](https://www.tribunalconstitucional.es/NotasDePrensaDocumentos/NP_2026_085/NOTA%20INFORMATIVA%20N%C2%BA%2085-2026.pdf) scheduled further amnesty-related consideration for October 6. Legal progress could help negotiations with Junts, but it does not establish gratitude, renewed support or a settled investiture agreement.

## Uncertainties
The largest gap is post-announcement polling. The principal verified surveys finished before Sánchez called the election. They establish the starting position, not voters’ response to the campaign. New fieldwork measuring cross-bloc switching and turnout intentions would provide the clearest test of the electoral case.

Historical calibration is thin. The five elections differ in party competition, campaign conditions and coalition options. Their polling tables are retrospective compilations rather than a fully audited archive of contemporary releases. More consistent historical data would help distinguish routine projection error from rare campaign reversals.

Provincial ballot arrangements and regional-party commitments remain unresolved. Registered coalitions would clarify whether left-wing coordination improves seat efficiency. Explicit investiture positions would clarify whether Junts and other parties would support, abstain or oppose. Private bargaining cannot be inferred from public criticism alone.

Finally, the deadline leaves room for a repeat election after failed investiture. The constitutional two-month clock begins with the first confidence vote, not election day ([Article 99](https://www.boe.es/buscar/act.php?id=BOE-A-1978-31229&lang=es&p=20260520&tn=1)). That preserves a Sánchez route while nobody else qualifies. It does not turn caretaker persistence into success, and it does not erase the substantial electoral and coalition barriers behind the saved forecast.

### How it resolves

This market will resolve to the next individual who officially assumes the office of Prime Minister of Spain by March 31, 2028, 11:59 PM ET.

To count for resolution, the individual must receive a vote of confidence from the Congress of Deputies and be formally sworn-in, resulting in the official formation of a new government. Any interim or caretaker Prime Minister who does not receive a parliamentary vote of confidence will not count toward the resolution of this market.

If no such Prime Minister takes office by March 31, 2028, 11:59 PM ET, this market will resolve to “Other”.

The primary resolution source for this market will be official information from the Government of Spain; however, a consensus of credible reporting may also be used.
